It's supremely walkable, easy to navigate, and charmingly European, and best of all, its residents are completely unfazed by the streams of weirdos and riff-hounds that pack its streets several times a year. Incubate, the long-running "annual celebration of cutting-edge culture" that takes over the city for an entire week each year, brings out some of the wildest, most unexpected, and most fanciful artists in the world.
